We need at some point to add 'peer' to techops alerts.

• US rotation finishes 4 hours earlier and is 4 hours shorter (1am - 5am)
• US is now a backup for for 4 early morning hours (1am - 5am) where it would have been on-call
• US being backup for UK is now only for the final 4 hours (1pm - 5pm instead of 5am - 5pm)
